Bates, a Navy aviator, began working in the marine insurance industry and by 1919, Bates was relocated to Portland to open a branch office for his employer.  Shortly thereafter Gilbert Durham offered Bates a partnership, thus formally establishing Durham and Bates specializing in Marine Industry Insurance.
